The easiest way is to use Photoshop Elements. After creating a second layer, you outline what you want colored, remove the color from one layer, and then basically combine the layers. I tranformed my niece's photo B%26amp;W and then colored her eyes. Really cool effect.

Adobe Elements is really great if you only work with photos, and is not too expensive.
