How do you make like a part of a picture change colors on photobucket???

i dont have photo shop or any of tht fancy crap. so thats why i used photobucket. but i need to know how to make a part of a picture change colors. not the whole picture just like a spot or so.How do you make like a part of a picture change colors on photobucket???
Go to your album.

Click the photo.

Click Edit Image.

Click Effects.

Choose the effect you want.

Click Advanced Options.

In the scroll box, choose Painted Region.

Choose what brush size, then color over the region you want colored with the effect of your choice.
